Water Resource Competition in the Brahmaputra River Basin

Given rising demands for water and power in the Brahmaputra basin, as well as the emergence of controversial dam-building activities and water diversion plans, CNA sought to examine the equities and drivers fueling water insecurity in the region. After conducting research in China, India, and Bangladesh, CNA offers recommendations for key stakeholders to consider at the subnational, bilateral, and basin-wide levels. CNA’s findings lay the foundation for policymakers in the three capitals to discuss steps that manage water resource competition and shift the discussion toward cooperative solutions that address long-term water needs and development of the Brahmaputra basin.
